Purpose:

The A.L.i.C.E. program is designed to enhance current “Lockdown” procedures used frequently in our educational institutions. Tragic events in schools have dictated the need to provide enhanced training to staff and students in order to increase their chances of surviving a surprise attack by an Active Shooter. The A.L.i.C.E. program was created by former S.W.A.T. officers shortly after the tragic shooting at Columbine High School. A.L.i.C.E. stands for: Alert, Lockdown, Inform, Counter and Evacuate.

Overview:

The implementation of the A.L.i.C.E. program will enhance the current protocol of Alert and Lockdown.  This methodology gives multiple non-linear options for students and staff in the event of an active shooter.  The primary goal of the program is for individuals to survive first and foremost.  If possible, A.L.i.C.E. recommends having students and faculty evacuate the building as a first option.  However, should that option be unavailable, the next step is to Lockdown and barricade the door from inside the classroom, exiting out windows or other doors if feasible.  In the ‘worst case scenario’ event where an active shooter gains entrance to a classroom, students and staff will employ Counter Measures that include throwing any items available at the assailants head in order to make it more difficult for that person to accurately shoot at targets.  Another area of Counter is to use a swarm technique to subdue an attacker (this is done as a last resort when no other options are available).

Contrary to the popular misinformation campaign regarding A.L.i.C.E., the program in no way teaches students and staff to fight a gunman.  The notion behind the entire program is to survive first and to not become an easy target.

Research:

The below organizations conducted research on active shooters and all support the implementation of A.L.i.C.E. in schools and work places:
